Ed finished his law studies at the Ateneo de Davao University in 1990 with honors (cum laude) and passed the bar in 1991.
During his senior year, he participated in the Clinical Legal Education Program of the Ateneo Law School that saw him appear before the courts and quasi-judicial bodies defending indigent clients. He was awarded Most Outstanding Legal Intern during his graduation in 1990. His concern for the poor and the oppressed did not stop from there. After passing the bar, he joined the Ateneo Legal Services Office providing legal aid to poor litigants. He also joined the Free Legal Assistance Group (FLAG) where, in 1994, the Task Force Detainees of the Philippines (TFDP) awarded him a plaque of appreciation for his commitment to human rights and dedicated service to political prisoners and other victims of human rights violations. For three consecutive years (1996-1998) he received recognition from the City of Davao for his dedicated and untiring efforts extended to the City’s physically and sexually abused children. In 1997 during the commemoration of the International Human Rights Day, the Women Network Group gave recognition to his unselfish and dedicated service in the pursuit of justice for the women and children victims of rape, incest, child abuse and violence against women.
Aside from being the Managing Partner of the firm, Atty. Batacan is also a faculty member of the Ateneo de Davao University, College of Law handling Civil Law (Property), Commercial Law (Negotiable Instruments Law), Law on Natural Resources, and Environmental Law. He is the founder and moderator of Green Juris, a university-based environmental law organization. He is also a member of the TAU MU Fraternity and a Past President [20021-2003] of the Integrated Bar of the Philippines (IBP), Davao City Chapter. He is also : i) Past Governor of the IBP-Eastern Mindanao [2007-2009]; ii) Past President of the Catholic Lawyers’ Guild; iii) Past Regent of the Board of Regents of the University of Southeastern Philippines (USeP). Currently, he is the General Counsel and Chief Compliance Officer of Phoenix Petroleum Philippines, Inc.
He graduated Bachelor of Science in Mechanical Engineering (BSME) at the University of Mindanao (UM) in 1979. He earned his masters degree in Business Administration (MBA) at the University of Southeastern Philippines (USEP) in 1986. He has earned his Master of Laws [LLM] at San Beda College – Graduate School of Law in May 2015. He is also a licensed Real Estate Broker.

Atty. Batacan was born on March 30, 1958 of parents Elpidio Dumlao Batacan of (Batac and Sarrat) Ilocos Norte and Francisca Culanag of (Bayombong) Nueva Vizcaya. He is married to the former Marites Sia of Matalam, North Cotabato. He has three children: Paul Edison, Maria Ayra Celina, and Marie Loise Claire.
